Qos on Procurve 2920 and DSL connection

who can help me?

I have this issue.

HP Procurve 2920: route enable, some VLANs configured. Interface 24 (10MBit FD) of the switch is connected to another device (name COLT) linking in Layes 2 another site.

Switch ---(10Mbit)---> COLT (4MBit)<---(10Mbit)---Switch

COLT drop all traffic exceded 4MBit/s. I can't manage QoS on COLT.

How can I priorize on the switch what go with first on COLT (VOIP traffic from IP 192.168.1.10 for example)?
