troubleshooting slow internet speed after ISP change

How do you troubleshooting slow internet speed after ISP change.

HP ProCurve Switch 5406zl, ISP speed is 400mbps. Servers are smashing 150-370mbps but PCs & chromebook are averaging 60mbps.

What is the exact issue yiu are facing and have you checked ISP?

Any recent changes after ISP change.
