Not sure what "Reactive performance analysis" means in HP, but it can be logically explained as:

Performing performance analysis after running into a performance problem, in other words opposite of "proactive performance analysis".

I am not sure such a term actually exists, but it could refer to the methodology of how we deal with performance issues. Whether we do an analysis before-hand to ensure there are no performance issues, or we wait for performance issues to occur, then start investigating where the issue lies.
