nls locale in Java

Hi,
i have oracle(as10g) j2ee installed in HP-UX and Java 1.4 .
All the oracle environment it's already with
Spanish character set, but when we run a servlet application, this fail for inconsistence with comma or dot signs.
It's possible change language in Java environment?

i have setting local=xxxx in my environment
