This is what I find out

Any particular reason?
If you do, you can't apply PHSS_40631, since A.06.26 is newer than A.06.24.
Basically you need to ignore what Oracle says when it doesn't make sense.

That's correct. The Eval version is newer than those patches AND you can't patch the Eval version.
