Re: 3CRWER300-73 L2TP Error
It would help if you state the following:
- ISP name
- Country
- Pure L2TP or L2TP over IPsec
The router does only L2TP however, Windows does L2TP over IPsec !
I do L2TP on my router, and iot works fine, your best bet is to confirm L2TP type with your ISP.

Re: 3CRWER300-73 L2TP Error
You need to set the connection from Internet settings, and not fro VPN ! :-)
Using the VPN section is for VPN connections over your Internet link, and not to establish a link to the ISP,
Any issues, log a case with HP support as it may be a compatibility issue and they will handle it as a Bug even with no warranty left on your router.
