Access point restart

Does restarting an MSM 720 wireless controller actually restart the connected access points themselves?  We occasionally find that an MSM 430 AP will stop accepting clients and need to be restarted.  That can be done individually through the management console, but we're wondering if ALL APs are actually rebooted, or do they just wait for the controller to return and resync?
