MSM 710 Controller issue

hi, we have currently deployed a hp wireless solution of one of our client in srilanka. with 5nos HP MSM 410 access point with HP MSM 710 access controller. but there is a issue. every time the controller restarts Access Points are again stuck on the "Waiting for Acceptance" mode.We have to reset the controller and re-configure it to avoid this problem every time. what seems to be the issue can you pls give me a solution for this?

are you running any VLAN on the wired/wireless network and is the controller installed on the same site as the AP's or is it located elsewhere eg datacentre/cloud?

do you use the LAN or internet port (port1 or port2) to discover AP's?

have you provisioned the AP's in any way?
