MSM 760 team licensing

We have two controllers. I added a 10 pack to each controller individually for a total of 100 (50 each). I then teamed them. Now APS won't configure anything over the 50 of the one controller (the manager).   The team is seeing the extra APs trying to configure . . it says they're discovered but not detected. This process repeats and they APs never get configured.

 

The team seems to be working correctly . . everything is synced up.

 

Ideas?
