Maximum non AC Users on MSM710

I am thinking about setting up a MSM710 Access Controller and 10 MSM422s for use at a conference. I see that the maximum number of Access Controlled users is 100. Does this also apply to non Access Controlled users? I anticipate 200-300 non AC users.

No this does not apply to Non-Access controlled users since they are not "tunneled" throught the controller but are just bridged onto your infrastructure.
