mesh linking issues

We have a msm760 controller and are using ms460 wireless access points primarily and we cannot get two points to mesh.

one is set as master and the other slave both on aerial 1 at 5ghz. The mesh ID are the same and the AES security key is the same as i copy and pasted to ensure.

The devices can pick up users alright on the second AP only aerial no problem but the access points just do not link.

They have ip addresses in the same subnet range.

any ideas
