Hi Mike,
Send the output of the command "fabstatsshow". That will give you a clue as to why the fabrics won't join.
Since these are older switches, my first guess would be the PID formats are incompatible. But let's see the output before we jump the gun.

The two "configshow"s indicate both are using PID format 1.
I see "broc_3800_2" has fabric.ops.mode.longDistance: 0, while "broc_2800" has fabric.ops.mode.longDistance: 1.
Also, is any zoning configured on "broc_2800"? I thought the "switchshow" would have shown no zoning configuration in effect. If it is zoned, and the two switches' configurations do not match, that would also cause a segmented error.
