Wen I hook the MSA to the Server and start it up it hangs on start up will not boot to SmartStart I also loaded WIN Server 2003 to another DL380 G3 and have the same issue any idea what i'm doing wrong or what may cause this???

SolutionMaybe it's a MSA500? Does it look like this?

The MSA500 can be connected to a SmartArray 5i, the MSA500 G2 needs a Smart Array 642 or Smart Array 6i.

Can you explain exactly how things are connected...?
As vcespon says, an MSA30 doesn't have controllers - it is just a disk shelf...

Also, on the DL380 G3, the back SCSI connector is the port 1 of the Smart Array 5i. Usually the port 2 of the Smart Array will be connected to the disk backplane, but if the backplane is in duplex mode, both will be connected to the backplane and the SCSI IDs will conflict with the ones on the MSA30.
From the server manual;
The external VHDCI SCSI connector (port 1) can only be used in the following SCSI configurations:
- Integrated simplex
- PCI simplex
- PCI duplex
