IBM Tape Drivers will not load with FC2242SR 4Gb PCI-e DC HBA

I have an HP FC2242SR 4Gb PCI-e DC HBA (A8003A) in a Proliant DL380 G5. It is attached to McData M-64 switches and an IBM Tape Library. The tape drives are 3592’s, I see the WWNN for all 20 of the tape drives and I see the LUNS from each tape in the HBAAnywhere software. However, I do not see any information such as the SCSI OS LUN info or the OS device name. I also have 10 STK 9840 attached and I see the 10 drives with SCSI OS LUN and OS device name there so it is not a zoning issue. I seems the HP/Emulex driver is not seeing the information the IBM devices are sending so the OS cannot load the device drivers correctly. Has anyone seen this behavior before? I read an article about enabling Tape support but it says use the elxcfg.exe but it will not run, it says driver is not loaded.
