Well do you want the good news or the bad?
Good news it's a known issue that the SYSLOG notification level overrides the email notification level

The bad news, traditionally if a notification is publicly posted and not updated with a resolution in a short while, it is unlikely to get a full resolution.
Sorry about the unexpected behavior, I would recommend keeping the latest firmware as there are some important updates for stability.

Thank you very much! And that ends this saga. I do not wish to "accept as solution" because i cannot now configure what I really want and had working in the older version. Thumbs down for HP.
I expect most any security policy requires remote logging of all events and also requires some method of notification for anomalies. It seems strange that many others are not reporing this issue.
Thanks again for pointing out the customer advisory.
