But they cannot communicate each other. So Server 1 & 2 cannot communicate through their ISCSI 1 & 2 Network Card.

As per my understanding resource allocation is the Job of cluster service that you are running. It should take care of your iSCSI cards connectivity.

Why not
ISCSI 1 : 10.0.0.21 / 255.255.255.0
ISCSI 2 : 10.0.1.22 / 255.255.255.0
Do you not want the two iSCSI networks on two separate subnets? With the /8 subnet they are on the same "network" and you would need to use physical/vlan segmentation to separate the networks.
Anyway, why the /8 and /16 subnet difference?
I see that you want them on the same network. Then why not have the same netmask on all interfaces?
