New Power Level Limits

We noticed that the recent 6.6.5.0 firmware update raised the 5GHz power levels on our MSM430 APs from 10 dbm up to 12 dbm, calling that a new minimum.  Does anyone know the reason for that?  (Didn't see anything in the release notes.)  We operated the power at lower levels to keep cells small.
