Can I get a certification HP-ATP?

I registered ExpertOne program as an HP Customer

because I'm neither an employee of HP nor HP partner company.

I past the exam HP2-Z30. (I have CCNP certification.)

I requested for certification of HP ATP-FlexNetwork Solutions V2.

ExpertOne support staff said, "This exam is only for employee of HP partner company, so you cannot get a cetification."

Is it true?

A customer of HP products, services or solutions, or an individual interested in HP certification and training can register for HP ExpertOne program. But they cannot get a cetification even if they past an exam, right?
