FTP access on HP-UX 11.31
I am able to FTP my 11.31 server by user root but not by any other user. There are no ftpusers or ftpaccess files.
Request your help on configuration.

Who is using which shell?
man shells

And look for "shell".

The issue was due the user shell.
Created file /etc/shells and added the user shell.
Issue is resolved now.
