FTPS not SFTP from mainframe to IA64 / HP-UX 11.23

Good day. I ran into problems after the setup of proftpd. The connection will be opened, but no data transfer, not in binary, not in ASCII.
I attached a log file from the mainframe, where the ftps is initialized. Perhaps somebody can help me.
