I run 2 telnet sessions for fbackup, and
while sessions running, if I open up Internet Explorer on the same PC, the telnet sessions will freeze, and the above error occurs in the syslog for both tapes drives.
fbackup hangs (needs a reboot of server) along with an /sbin/ioscan -F
What on the network needs to be looked at or what on the PC desktop needs to be looked at?

Again, this error only occurs if the PC is used to open up Internet Explorer.
If the 2 session run without any interference, the backup runs to completeion

Lots of things can cause fbackup to appear to hang.
Backing up a large file for example can make you think it is hung off.
There is really no relationship between how a PC acts and how HP-UX systems act. Yes they use some common hardware components, but that is where the similarity ends.
I think there may be an unterminated scsi problem here on the indicated I/O path.
I would run cstm/mstm/xstm and probe the hardware and look for faults.
