SWS - Authenticating on sysuaf AND passwd.dat files?

For SWS V2.1 I've configured separate .htaccess files that will authenticate vms users from the sysuaf (using mod_auth_openvms) or from a passwd.dat file (using mod_auth). I'm wondering if it's possible to combine both functions in a single .htaccess file to handle users that are not in the sysuaf.

The SWS Installation and Config manual (section 4.4.5 MOD_AUTH_OPENVMS Examples) implies this can be done by the very last example but I've not come up with an incantation that works. Has anyone else done this?
