cannot check on bills or make any purchases

every time i try to go to a secure site to purchase something the screen that tells you to try again later comes up and it wont let me get into those sites. i changed some settings about a week ago so that no one could check my emails without entering pass words, and every since i cant check any of my bills or make any purchases.
