/dev/tun in HP 11i (version 1.1)

/dev/tun in HP 11i (version 1.1)

I am using HP 11i version 1.1 . I am porting code from HP 10.2 to HP 11i. As /dev/ni is no more supported, I tried to use /dev/tun which might serve as a replacement to /dev/ni. But the include file net/tun.h is missing on the system.
Can any body please let me know, where can I find the net/tun.h and in case it is not provided, what are the alternatives that I can use to replace the tunnel device in HP 11i(1.1).
