the absolute path of the file is
/etc/rc.config.d/netconf
However IP address can be checked via ifconfig
But the changes made by ifconfig command will not sustain a reboot so for changes to be permanent we have to edit netconf file.

netstat -in
is by far the simplest and easiest to read.
