Hyper-V VM service hung on starting intermittently when reboot

We use Hyper-V to run VMs on physical machine. Sometimes,  if we reboot the PM or VM,. one of the VMs may hang on starting. Then if we restart the VM again and it will start successfully. I looked into windows event logs from the VM and found this error message "The mpsdrv service hung on starting". I think this caused the VM losing connectivity but don't know what caused this service hung on starting. The OS of both VM and PM is Windows Server 2019 and system model is ProLiant DL360 Gen9 (This issue only occurs in the machines of this SKU). Is this related to hardware or NIC driver? Please help to look at this issue.

If you found this error everyday better to update with recent file or patches.

If same problem after update try to restore the system.

Sometimes if network connectivity drops also found issue.

If Those Steps Fail: Download and Replace Your mpsdrv.sys File.

If this final step has failed and you're still encountering the error, you're only remaining option is to do a clean installation of Windows.
