MICROSOFT LICENSES CHOICES

I FIND MICROSOFT LICENSES CONFUSING. DOES ANYONE KNOWS HOW TO GET THE BEST CHOICE/OFFER FOR LICENSES AND UPGRADES? FOR EXAMPLE A COMPANY USES WIN 2000 SERVER WITH 50 USERS AND THEY WANT TO INCREASE THE USERS TO 60 AND THEY ALSO NEED AN SQL SERVER ETC. WHAT IS THE BEST WAY TO GET THE BEST OFFER MONEY WISE AND TIME WISE? DOES MICROSOFT HAS A SOFTWARE WITH ALL THE PRODUCTS AND YOU CAN GET A SOLUTION? THANK YOU VERY MUCH IN ADVANCE.
