Please consider providing details when posting questions. In general terms, these details can include some background on what you are doing and why, the OpenVMS version and architecture, the command(s) used, the exact error message text received, and other related and relevant supporting information. This information can help speed acquiring the answers to your questions, too.

Here, the LINK command or (more typically) LINK command procedure and associated options files is missing a prerequisite logical name, or an options file, or otherwise, or there's an error within same.

Do some digging within and some debugging within the LINK procedure and its associated options file(s), using the full text of the LINK error, the location of the specified object library, the specific DCL command(s) involved, and whatever prerequisites and documentation might be available.

Chances are, either a set-up logical name is missing, or there's some sort of an error in the LINK procedure or LINK options file.

Re: Anybody used this library of oracle:plsql_objlib.olb in VMS

A file .olb is a container with .obj files.
Or do you mean the whole file is missing ?

If
$ dir ora_olb:plsql_objlib.olb doesn't return anything, then oracle is probably not installed correctly or the file changed name or is no longer supported. BTW : the name is unkown to google ...

So, please post the full output of the link command.
