Can LIB$RENAME_FILE create a lowercase filename?

I'm using COBOL on VMS 7.3-2 to rename some files on an ODS-5 disk. It always creates uppercase filenames regardless of the case I supply. Is there a way to preserve the case?

I know nothing, but did you set the flag bit
LIB$M_FIL_LONG_NAMES? It says "long names",
but that may be a proxy for the use of NAML
instead of NAM, which may be necessary for
non-upper case names.
