After a clean restart, there can still be problems. Check the configuration in this case (@sys$manager:NET$CONFIGURE.COM).

I did a net$configure without rebooting the server. I guess I'm at a point where I need to reboot the server.

net$shutdown does not remove some ACPs like net$acp, and on startupp then has duplicate names.
But here (with all circuits etc. correctly defined), everything is working after restart.
So probably in Your case the config was not ok (the CSMSA-CD circuits not defined), and needs the reboot after configuration is done.

The most important things to remember with DECnet Plus (a.k.a. PhaseV) are, in my experience:
- Once you've configured it, DECnet starts as the system starts
- the apparently optional, "Do you want to start the network now?" question on the configuration is anything BUT optional! If you say NO, DECnet configuration doesn't complete and the protocol won't start properly when you reboot the system.
All manner of errors may then ensue...
