the HP site given does not have installable patches for the unsupported OpenVMS versions. It just provides updated timezone files, which you need to figure out how to 'install' the files yourself. I currently don't have a V7.1-2 system running, so I cannot try these updated timezone files and I'm also not running in one of the time zones affected by this DST change.
May I suggest, that you try to contact some of the experienced OpenVMS consultants - some are present in this forum - in your area and ask them for help ?

In the main manuals, I'd first suggest the User's Guide and then the System Manager's Essentials manual -- to start with.
Commercial courses from most (all?) vendors typically involve an instructor -- what you get from the printed materials is a fraction of what an instructor-led course provides. Most vendors do offer some free materials -- but the investment in preparing and maintaining the coursework generally means that the best classes and related materials are just not going to be free.
The biggest OpenVMS training event around is the annual OpenVMS Bootcamp. The next Bootcamp is coming up in mid-May: http://www.hp.com/go/openvms/bootcamp

OpenVMS training will certainly help you better understand your OpenVMS system over time, but you seem to be facing a slightly more immediate problem - the upcoming DST time change.
OpenVMS V7.1-2 itself does not have an automatic mechanism to change to/from DST time. A DST time change can be only done using SYS$EXAMPLES:DAYLIGHT_SAVINGS.COM or can be automatic, if you are running DTSS (check with SHOW SYS/PROC=DTSS$SERVER).
You can check your current timezone information with:
$ SHOW LOG SYS$*TIME*
