Specifying a non-existing file (e.g. ucx set servi ftp /log=file=x:[y]a.b ) : ftp gets disabled. No go.
Specifying nla0:. The _run file still gets created. No go.
Specifying the maximum version number : works. No audit alarm, nothing. Nothing gets appended after the file exists. So a go. (except on my system where we generate alarms for high version files).
BTW : I had to stop the ftp process because disable servi didn't do that (5.3 eco 2 on VMS 7.3).

Inadvertently discovered another trick for preventing the log file from being created... set the owner of the directory to an account other than TCPIP$FTP.
e.g.
$ set file/own=[system] sys$sysdevice:[000000]tcpip$ftp.dir
I was trying to figure out why a log file wasn't getting created on one of our systems and discovered this.
e.g.
$ set file/own=[system] sys$sysdevice:[000000]tcpip$ftp.dir
