I'll second Ethereal. It now has clients for Windows as well as Linux and can read VMS capture files created with tcptrace. If you're running a TCPIP 5.4 you can also use tcpdump for capturing network traffic. Ethereal will also read those files, as well as allowing you to sort/select/trace connections and generally know what's going on.
Matt M. from the TCPIP group told me one his guys wrote the code for Ethereal to read tcptrace files. If you're watching the forum I owe you a beer, a pitcher even.

I use Ethereal on WindowsXPpro. Works great on my OpenVMS TCPtrace files!
Note that EditCap is part of the ethereal distribution.
There are several ethernet monitoring tools on the OpenVMS freeware CDrom. I`m not sure if they have an EditCap-like viewing ability or not. Here`s the link...
