Es47 OpenVMS 7.3-2 USB support for a mouse

I am having a problem with VMS seeing the USB mouse/keyboard once DecWindows starts. The mouse moves only on it's "x" axis. I have re-installed the OS to another drive.

Have you tried a different mouse on this
system, or this mouse on a different system?

If the mouse moves the cursor on the screen at all (and 'click' works?) then the electrical connection, and the usb stack, is doign just fine.
99% sure to be a bad mouse! Replace or fix:
Turn it around, twist off ball retainer, scrape crud from rollers with small screwdriver or strong toothpick, clean ball with mild soapwater, reassemble.
