request cannot be processed, blocked by DECthreads threading.

Explanation: The Form Manager cannot process DECforms requests
made from an application AST routine.

User Action: Issue DECforms request from another DECthreads
thread, or relink application with latest FORMS$MANAGER. (New
Manager uses DECthreads TIS instead of CMA, removing
CMA/PTHREADS RTL from the application image removes threads from
DECforms and this error in those images).
