Hobbiest access to ECO kits and CSC fixes
I am a home hobbiest in the process of installing and configuring OpenVMS/VAX version 7.3 on a MicroVAX-3100/95. I obtained my hobbiest licenses and software kits and started doing the installs.
Things are going quite well. I now have the following software installed.
DEC VAXVMS DECNET_OSI V7.3 Full LP
DEC VAXVMS DWMOTIF V1.2-6 Full LP
DEC VAXVMS TCPIP V5.3-18 Full LP
DEC VAXVMS TCPIP_ECO V5.3-184
DEC VAXVMS VMS V7.3 Transition
DEC VAXVMS DECNET_OSI V7.3
DEC VAXVMS DWMOTIF V1.2-6
DEC VAXVMS TCPIP V5.3-18
I'm now in the process of installing some ECO kits. In the release notes for ECO 4 of DECnet-Plus V7.3 (kit name VAX_DNVOSIECO04-V73) it says:

Release Date: May 25, 2004
Kit Name: VAX_DNVOSIECO04-V73
Kit Applies To: OpenVMS VAX V7.3
Approximate Uncompressed Kit Size: 50624 Blocks

Kits Superseded By This Kit: VAX_DNVOSIECO02-V0703
Kit Dependencies: None
System Reboot Necessary: Yes
Checksum of Compressed Kit: 2756447651
WARNING: If you apply this ECO4 kit on a router,
you must also immediately apply fix 194134 which is
available from the CSC in order to prevent your
router from crashing on reboot.
My question is, since I have no access to the CSC, where do I obtain fix 194134?

That's "hobbyist". (Unless you meant the
superlative end of the sequence: hobby,
hobbier, hobbiest. To avoid confusion, I
normally say "most hobby" insead of
"hobbiest".)
I usually post a request to comp.os.vms.
Some kind soul with better access than mine
usually responds pretty quickly.
On the other hand, there may be little or no
need to enable DECnet routing capability on
your system, so this patch may be pretty
unimportant.
