Yes you can upgrade directly from version 6.1 6.1 7.0 7.1 and 7.2 to 7.3 (see release notes section 1.2

sorry that should read 6.1, 6.2, 7.0,and 7.1, and 7.2 directly to 7.3

UNLESS you are planning a ROLLING upgrade.
THAT has to be done in several steps.
The possible routes are outlined in the "Installation & Upgrade Manual". For each version the available routes from many versions back are specified. Adhere to them, unless you want to do weird exersises with special coexistence patches between some combinations.

On a VAX its ok in a single step. On Alpha it takes more steps.

so what is the minimal requirement for hardware to install 7.3-1. I have a AlphaStation 400 4/233 running OpenVMS V6.2, Physical memory is 32M

go shopping for memory!
the AS400 memory is strange but obtainable. It may run in 32M but not well.
