i mean i want to create a JAM file for my program on VMS. so want to know the syntax and semantics for the same.

It would really help if you explained in what context you use jam Files. they do not appear to be a standard windows or other file type.

Are they Java Macros, Joint Assembly Modules, or recipes for preserves.

If You mean the JAM "make" utility (the one Ian points the URLs to), then it builds on VMS too.
Just for curiosity I tried it once, and basically it works (although needs work to support ODS5).
I (and my users) don't actually use it. It seems to be an attempt to produce just another make utility, and I question its usefullness.

Aside from its usefullness, here You see an example of a jamfile for VMS:
http://wwwvms.mppmu.mpg.de/~huber/util/jamfile.
together with
http://wwwvms.mppmu.mpg.de/util_root/data/jambase.

It was working once on an ODS2 disk, but not after converting to ODS5.
