How to get the license PAK for ALPHA VMS 7.3 ?

HP/HPE has stopped selling old licenses in 2018, see:

If you need this license for business purposes, try an OpenVMS reseller (e.g. islandco.com)

If this is for hobbyist use, request OpenVMS Hobbyist licenses - while this still works. You need a DECUS/Connect membership:
