Maximum number of users exceeded;
I am getting this error when I try to login to a VMS 6.2 system with a user account that has default privileges (netmbx and tmpmbx) either via decnet (set host) or Telnet. The system has an unlimitted user license so that should not be the problem.
I noticed some other strange behaviour....
1) During some periods in the day - mostly in the afternoon, the system lets me login.
2) If I give the account OPER privilege, it always lets me login.
I checked SYLOGIN.COM for anything that could possibly require extra privs but it looks fine - even skipping all the commands in SYLOGIN doesn't change the above described behaviour.
Did I miss anything? Any help would be appreciated.

Welcome to the VMS forum.
Check SET LOGINS/INTERACTIVE probably you have a restriction.

I should have thought about this one myself -
what threw me off was that it worked with the OPER priv.

This limits the RTA terminals only.
The default of 16 is also very low (sh us/fu/noclu on each node and count the RTA's).

OPER privilege gives the user the privilege to login regradles of the maximum interactive logins. You have to administer the system also when you have maximum users ;)
To set up the number of users on startup insert in yours SYS$MANAGER:SYSTARTUP_VMS.COM:
$ STARTUP$INTERACTIVE_LOGINS == num
where num is the number of maximum interactive logins. You may need also to check the system parameter MAXPROCESSCNT. Check with SHOW MEMORY/SLOTS.
