Why not deal with it by changing it to a more
ideal situation? Sometimes revealing the
secret constraints, and the reasons for them,
can be helpful. Especially if they're based
on some misconception(s) which might easily
be resolved.

Andy,
You've not mentioned versions of either VMS or TCP/IP here. I'm ASSUMING that it's TCP/IP Services and is therefore v5.x and beyond.
If it's really UCX then you're in a world more difficulty as it didn't have the algorithms in it to determine which interface to use on a single subnet.
