No SYS$WELCOME for a particular user possible?

This may be a question for Process Software (we use TCPware's SSH), but I'll ask here first ...

Is it possible to not display the contents of SYS$WELCOME if it's a particular user logging in via SSH? Putting an identity check and redefining the logical in SYS$SYLOGIN is too late.

$ show log sys$welcome
"SYS$WELCOME" = "@sys$manager:welcome.txt" (LNM$SYSTEM_TABLE)

VMS v8.3 / TCPware v5.8-2

Just to clarify:

That should be in the AUTHORIZE facility.

$ SET DEF SYS$SYSTEM:
$ MC AUTHORIZE
UAF> HELP MODIFY/FLAGS
UAF> MODIFY /FLAGS/DISWELCOME
UAF> EXIT

Actually mod user /flag=diswelcome
