What is the highest version of OpenVMS VAX that an OpenVMS VAX V6.2 system can be upgraded to in ONE upgrade?

You can upgrade directly to OpenVMS VAX 7.3. See section 1.2 of the VMS 7.3 release notes. This is the current version for VAX systems.
