If you want to access it when booted from a minimal version of VMS, you will need to make sure the USB$UCM_SERVER process is started. If you boot from a CD (Unless/until HP corrects the distribution CD to support this), you will have to SPAWN a process to run this server.

The document that you mentioned has the following text describing how to create a bootable flash drive. Can you tell me what OpenVMS 8.4 saveset this is referring to?

Foreign Mount the target disk on which the Kit disk has to be created using the following command:
$ MOUNT /FOREIGN DKA0:
Take the back up of the OpenVMS V8.4 saveset onto the target disk using the following command:
$ BACKUP /IMAGE I64V84.BCK /SAVE DKA0:
After the backup is complete, dismount the target disk using:
$ DISMOUNT DKA0

Looks like it's a saveset of a image backup of the OpenVMS DVD but it does not say.
