Another qualifier that is very useful here is /EXTEND=...
Use it next to /CLUSTER, or, if a very large cluster has too many drawbacks (small files also allocate CLUSTERSIZE), then seek your own optimum combo of the two.

I have always found fragmentation to only start being adverse when Extension Headers are needed, and only becoming noticable when the # of extension headers exceeds (SYSGEN's) ACP_WINDOW. ymmv
