As the second page of output from "HELP /MESS INCONSTATE" suggests,
your best move would probably be to contact HP[E], and get actual
support, for which, I assume, you've paid.
Regarding your attachment, plain text is generally easier to deal
with than a picture of plain text. In this forum, I've been able to
work around the (stupid) file-name restrictions on attachments by naming
a plain-text file "X.jpg", and attaching that. Also, the text in your
picture seems to promise more than you've delivered. (As does your
whole other thread/posting.) Presumably, the official support folks
impose fewer senseless restrictions on information transfer than this
forum does.

That screen shot shows little of value, and this forum is likely going to prevent you from attaching anything that's particularly useful for troubleshooting.
I'll assume you have removed DECnet Phase IV when booted from another system disk or DVD distro, and have reinstalled DECnet Phase V again only when booted from external distro тАФ not booted from the local system disk you're reconfiguring.
You'll want to be on the current UPDATE patch, and any OpenV<S patches specific to your hardware and particularly network hardware configuration.
Please ensure you have current Integrity rx2800 console and EFI firmware loaded.
If all that fails, please then contact HPE or whoever is supporting your server or servers тАФ there looks to be a software or hardware misconfiguration here, or a firmware or hardware problem here, or the server is down-revision on its firmware or OpenVMS patches.
