The # sign is the server's prompt for a local logon password. The factory default local password is "ACCESS". The factory default privileged password is "SYSTEM". If the previous manager of the device new what he was doing, those probably are not the current passwords.

I don't use DS 700 anymore, but I try to give you some ideas as far as I remember....
After the # prompt... enter the word access
# access
some announcemnet will be here
Enter your username> enter-here-something
after this you should have the local> prompt
local >
Then you can use the terminalservers help
local> help
help text apears
