Could you provide some additional information on the problem or some related background?
Is there a particular failure mode or operation that you are seeking to optimize?
The Reliable Transaction Router (RTR) software has no shortage of knobs and settings around, and many of which have fairly arcane names or purposes. Which knob is appropriate depends on what you're trying to optimize.

Sentosa,
Although RTR has lots of knobs to twiddle, there are also several hard coded timers. Depending on exactly what you mean by "failover tolerate", you may find there's a lower limit to how far you can reduce the time.
Do you want to increase the tolerance so that RTR is less inclined to failover, or do you want to decrease the tolerance so that failover happens quicker?

Actually, if RTR facilities has been defined in the system, if backend server failed,
Messages routing to backend server will change to other backend. How RTR can know the server was failed?
