This bug has been seen before in IP versions of this vintage...
Those are very old UCX and OpenVMS Alpha versions. There have been significant numbers of fixes, upgrades and enhancements since OpenVMS Alpha V7.1 and TCP/IP Services V4.2 were current --- ANALYZE MAIL might well get (should?) you going here, and do check to see if you're current on your ECO for V4.2m but do look at a software upgrade, too.

If the problem persists, ring up HP support and see if there are ECO kits that have not yet been released.
Failing that, y'all might end up rebuilding the MAIL database to fix this.

But if you're on V7.1 and V4.2 and are unable to upgrade to more current versions, there are ECO kits waiting for you.
Here's an OpenVMS ECO kit -- patch kit -- FAQ:

Pointers to kit distribution site, etc., are included in the FAQ.
I'd tend to zip the Excel files (or MIME-encode them), too, as they're not the most compatible with OpenVMS tools and utilities.
