This file is maintained by several utilities (SYSBOOT>, SYSMAN, CLUSTER_CONFIG.COM), but I don't recall I have seen a full documentation about it's contents - I hope Ian can help ;-)

If you are interested in setting up port allocation classes - the format is so simple that you can even edit the file (leave of the '='s in the first column):
=[Port ATHENA$PKA]
=allocation class = 11

To make VMS recognize this, set "DEVICE_NAMING=1" in MODPARAMS.DAT, run AUTOGEN and reboot.

All disks on this bus will be named $11$DKAu: and all tapes $11$MKAu:.

is quite detailed. CLUSTER_CONFIG.COM is used there to update sys$devices.dat - I usually use EDT myself :-)
